Industry coalition urges EU not to reopen Packaging and Packaging Waste Regulation (PPWR)
A coalition of over 100 packaging industry bodies, recyclers, reuse organisations and environmental groups has urged the European Commission not to reopen the Packaging and Packaging Waste Regulation (PPWR) ahead of the EU’s Environmental Simplification Package.
In a letter dated 25 November 2025, the signatories warned that revisiting the regulation—even for minor amendments—would create uncertainty, delay investments, and undermine Europe’s shift towards a circular packaging economy.
“The PPWR is a cornerstone of the European circular economy. Reopening it now would create crippling uncertainty and risk stalling the investments needed to build a truly circular packaging system,” the coalition stated.
The PPWR, adopted earlier this year, sets binding targets for recyclability, reuse, and recycled content across the EU by 2030. Industry groups, including European Aluminium, the European Aluminium Foil Association and the Aluminium Closures Group, stressed that maintaining the regulation is vital for predictable legislation, enabling long-term investments in recycling and production infrastructure.
The European Commission is expected to release the Environmental Simplification Package in December, and industry observers are watching closely to see if the PPWR’s current framework will remain intact.
